Oracle SMON hung

We have an SMON process that is stuck waiting on an
event. The event is:

Wait for stopper event to be increased

and I can't find any information at all on what this
actually is. Trussing the process indicates that it
sets a timer for 1/10 sec and then waits on a semaphore,
times out and tries again.

Any ideas?

Assuming UNIX ... did you set up the semaphore parameters in SYSTEM
exactly as Oracle recommends?
