Because it doesn't know how you're going to use it. How could it pick
appropriate values without knowing that?
Running without my.cnf will just use the built-in defaults, which are
sub-optimal for many things but functional enough to get you to the
point of realizing that you need to change something.

If you don't know, research what you want to change and create your own.
Read the samples, sure, but don't just copy one without knowing what
