Access 2010 running slow in design view

First some back ground:
1) We have a split database at work that is used by 8 to 10 users.
2) We are all running Office 2010.
3) The database is linked to several SQL tables as well as table from the back end db.
4) I am using a wired network connection.

5) This issue manifested itself about two weeks ago when I go a new laptop. My old laptop (that I still have) was running Windows 7 Pro 32bit with 4GB of RAM. My new laptop is running Windows 10 64 bit with 8GB of RAM.

Issue:
When I go into Design View on the new laptop everything runs extremely slow. It takes 2 minutes or more to open an object (form, query, report etc.) in design view. It also takes nearly that long to save any changes made.

I can open the same object (form, query, report etc.) on the old Windows 7 laptop, make the changes and save any changes all very quickly.

What I've done so far:
1) I have deleted and re-establish the connections to all the SQL tables and tables from the backend db.
2) I have deleted and recreated the ODBC connection to the SQL server.
3) I have run Compact and Repair on both the backend and Frontend dbs
4) I have had all other users close out of the database leaving me as the only person connected to the backend db.

After doing all this I have not seen any difference on the Windows 10 laptop.

I have also tried a stand along database (not split and not connected to any SQL tables), and while it is a little fast that the database that is linked to the backend db and SQL server it is still much slower on the Windows 10 laptop than it is on the Windows 7 laptop.

Has anyone run across this issue or have any ideas of what to try next?

P.S. I am not having any issues with any other programs on the Windows 10 laptop. The issue is only with MS Access.

Thank you for the reply. I have read through and tried the information provided, however none of it helped. I am going to try Design View on another one of the new machines we received to see if it works any better.

I read one person asking if, when in Win 10 he was in a local login or a Microsoft account. If Microsoft, it is attempting to connect with One Drive. Logging into a local account corrected the guy's issue.
