License key for MSWINSCK.OCX not installed / distributing it

I have a database in Access 2000 and I used the Package and Deployment
Wizard to make a setup program including the Access runtime. The
database uses MSWINSCK.OCX for some winsock operations, and I included
this file in the package. However when the user installs the database on
their machine and performs an operation which uses this control, the
following error appears:

"License information for this component not found. You do not have an
appropriate license to use this functionality in the design
environment."

It appears that the license keys for MSWINSCK.OCX are missing on the
user's machine. I know which keys they are, so I could make a .reg file
and get the user to import it into their registry. My question is, is
this allowed? The MSWINSCK.OCX file is redistributable (according to the
file Redist.txt in the ODETools\v9 of the Microsoft Office 2000
Developer CD), so presumably the licence keys are too? Also, if anyone
could shed any light on how to get the setup program to install these
keys in the first place, that'd be even greater. Thanks.
