Convert Access 2003 db with user level security to 2013

I have a split database created in Access 97 and then upgraded to a 2003 mdb that uses a workgroup switch for user level security in an mdw. My understanding is that converting to an accdb in 2010 will strip the security out and allow me to use the database in 2013. But when I try that, I get an error telling me the database needs to be unencoded. So I used the uencode button on the Database Tools ribbon in 2010, but I'm still getting the same message.

I'd like to be able to use both front and backend in 2013, and I no longer care about user level security. I'm less concerned about preserving data than having access to the frontend.

Any suggestions?

What happens if your create a new A97 mdb and then import the secured objects into it?

What happens if you open up the secured mdb and then manually delete all the workgroups? You'd need admin rights to do so.

It's been a long time since I've used User Security in Access, but I think what I would do is remove User Security from the existing Access 97 database (make a copy of it if you need to) and then try opening it in Access 2013.
