Here's what one person said regarding a similar situation:
I am going to be a pain here. I have had a similar problem with an application I have written but I feel dreadful and the minute and I'm going to crawl into bed but before I go I thought I would give you my learnings. I found that some computers on site were not capable of showing .tiff images through access but could when double clicked from Windows Explorer (we use scanners in much the same way as you are and our Xerox units only do tif and pdf too). In the end it turned out that the .tif file extension type was not associated with any particular viewer. When you double click the file Windows uses one method of opening the file, and then when it can't open the file it goes looking for a suitable viewer. Access wasn't doing this (it would claim that the file couldn't be found) and by associating the .tiff file with the correct viewing application it would open it. I know this sounds like rubbish, it did to me when I first found it but it is a simple thing to try and even if it doesn't work it is something knocked off of the list.

Well, I think I found the Solution:
Thanks to Freaker's comments, I began searching for some settings. I found under File/Options/Current Database -
"Picture Property Storage Format". Mine was initially set to "Convert all picture data to bitmaps (compatible with Access 2003 and earlier)". I then changed to "Preserve Source Image Format (smaller file size)" and retested the Form.
Voila, the TIFs would now display.
Ocan't promise this is the best way to fix the problem, but it does appear to have solved my issues.
