Developer Tools-Include Wizards in a Runtime Package

I have designed an Access application that utilizes the Merge It wizard.
However, Runtime doesn't support it. How do I include the wizard when I
package and deploy? Do I need to create a wizard? Can I copy the Merge It
wizard? How?

AFAIK, the license does not allow you to redistribute the Wizards.
