Hi All,
The issue was caused by a registry setting HKLM\SYSTEM\CurrentControlSet\Control\FileSystem\NtfsDisable8dot3NameCreation. On my machine the value was set to 2. I think it is controlled by a domain policy. According to Microsoft valid numbers are 0 or 1. I did not find the source of this setting. Thank you to Actian, the new 3.0 installer has dealt with the problem.

I think I am missing something. EA installation fails on a new server Win2008.
The status messages show copying... installing... rolling back action.
The final dialog box says:

I can see the timestamps on Ingres and TEMP directories have been changed by the install.
There is a TMP file created briefly then removed.
Event log has these messages
