Need HowTo for using included TSA on windows platform

For unix, TSA installation files are included on the DB2 Installation media.
But not for windows even no plattform limitation for using included TSA
license is documented.
So I expect that it is possible to use it on windows to, but I can't find
any hint how to install it with DB2 on windows.
