Header files for DB2 5.2 for OS/2

I need the C header files and the linking library for DB2 UDB for OS/2 5.2:
Workgroup Edition. These files were included with DB2 version 1.0 which we
are replacing, but I cannot seem to find them any of the 5.2 CDs.

Do I have to also buy the full $900 developers edition, which includes a
whole lot of stuff I don't need just to get the header files or are they
located somewhere else that I have not yet found.

You can get them in the Personal Developer's Edition, which is less in cost
than the $900 Universal Developer's Edition.
