Print Greyed Out even though it's Selected in Other Privileges

I'm a novice using FMP9 Adv. I have set up Read-Only Access Limited
Permssions with Custom Permissions allowing the user to create, edit,
delete in various Records and Layouts. I have selected the "Allow
Printing" in Other Privileges and given them "Limited Editing
Commands" and have tried the "Minimum Editing Commands". But still
the Print Icon is "Greyed Out". Is there a step I'm missing to make
this Print available?
