SQL and accented foreign letters

Hi all:

Can anyone give me some information on using accented or foreign letters in
a SQL query?

More specifically I am using the PDAC components and wish to query something
like:

select * from clients where upper(country) like '%ESPAÑA%'

Note the 'Ñ' but also áéíóú need to be used.
