how do i flip it around?
checking "rotate by 180deg" does absolutely nothing.
this should not be this bloody hard to do.

You can argue that it's wrong now and SolidWorks will poo-poo you, and
ask you to quote section and verse of a standard in support of your
view. But if it gets changed in the next release, they will take credit
for having the idea, or at least for doing the "enhancement" when to the
rest of us we are just getting up to baseline functionality.
SolidWorks: have a little integrity and accept the criticism when you
have done something that's not up to par. If you acknowledge that
you're only human, we won't hold your feet to the fire and require
perfection from you. If, however, you persist in god-like status in
your own estimation, users will make you pay for every inch.

If you are selecting "fresh air" on the drawing sheet you get the basic
choice, reading from the base of the page or reading from the right hand
side (rotated 90).
I checked my reference book for the placement and it showed for anything
other than the above two then you apply a leader and it is read from the
base of the page.
But....... If you are using SW99 plus...
When you select a LINE that is the bottom surface or the right hand side
surface the symbol will attach itself "upside down" (rotated 180) or
backwards, which flies in the face of the standards.
just my 0.01c worth....*Aussie dollars dropped again...lol
