you might find a Dr Watson dump and log of a hang or crash in this location
C:\Documents and Settings\All Users\Application Data\Microsoft\Dr Watson\
at a guess it might be graphics card or driver related if IT have brought
this pc for you without knowing much about SW
and you can find a list of approved graphics cards and certified drivers at
the SW site -you don't need to be on subs to access that.
You can also consult the SPR list for a releases sp if you believe the issue
you have is bug related.

I am using SolidWorks 2008 SP2.1 on XP with SP3
It usualy crashes out when loading an assembly, or when I save, it
seems to be a network problem.

kinda off topic, but sw2k8 is up to SP4.0, you might want to upgrade..
they have fixed a lot since 2.1..
possibly it is something fixed in a later sp as tnik says..
however assuming it is something other than a bug other avenues to
investigate are -
I wonder how much RAM you have and are using? pagefile big enough?
do you work on these files locally or over the network?
are other people working on the same files? do you have a PDM?
is the network configured properly? at least 100mb/s?
I take it you do not have subs support ie a VAR to talk to?
Ideally you should get someone who knows the ins and outs of SW to come and
assist you seeing as your IT people aren't specialised in this. Perhaps
there is a knowledgeable local user group member who would assist but pay
them for their time if this is serious.
Really pay for expertise.
Also it is quite difficult and inefficient to assist you over the internet
and you are relying on the generosity of passers-by with limited time to
interpret your issues from scant information .
Saying you have a problem with performance feedback not working may be true
but by the sounds of it this may be just the beginning of a whole lot of
things that need to be examined.
PS
Even though you have admin rights you will need to enable showing hidden
files to see the Dr Watson log -it may actually not be all that useful to
you though anyway..but-
pull up My Computer and in the menu go to Tools\Folder Options\View, in the
panel there in the Advanced settings bit see the Hidden files and folders
entry.

Thats strange, I have a number of emails that were sent to SolidWorks
from 2008 on my old PC!

(I am basing this suggestion on older than 08 info)

I think the reg entries for performance feedback are or will be similar to:
HKEY_LOCAL_MACHINE\Software\SolidWorks\SolidWorks 2008\sw
eventlog\emailenabled
and:
HKEY_CURRENT_USER\Software\SolidWorks\SolidWorks 2008\sw
eventlog\emailenabled
but there again this is based on older info than 08
