Converting .dgn files to .tif

I am looking for software or freeware that will batch convert .dgn
files to .tif files.

Can anyone steer me in a direction on this?

If you have MicroStation, you can set up Batch Plot to create TIFF files for
a whole bunch of .dgn files with a single process. You would need some sort
of definition for what defines the plot area(s) in each file, such as a
shape/border on a certain level.

You don't need any more software. You can do it with Microstation. Use
"batch plot" and the tiff.plt plot driver.

This is easy just use batchplot & tiff.plt as the plot driver
each of your design files must have the same cell or a shape (usually
the border reference file or cell) for defining the plot area
