Have you ever printed and emf file and opened it in Corel?
Might not be an everyday solution, but once in a while

No, my experience with dgn to corell is 3 4 years back.
Perhaps the proper answer to Birgit should be to investigate import
capabilities of Corell, and then look in ustn.
One thing to keep in mind though is if the corell side needs vektor
editing.
And curves !! I found no solution to that when I tried. Perhaps it is
different now.

I find the CGM option often works well, so does the DWG/DXF. Also plotting
the file as a HPGL2 file with a PLT extension works quite well (it can be
imported into CorelDaw). The Method we use most though is to print as
postscript, then using Adobe Acrobat (if you have it) to convert the
postscript file to a PDF file. This can then be opened and edited within
Corel Draw with no problems. This also has the advantage of maintaining
filled shapes and colours.
