I'm looking for an MDL which will make all elements in a design file
snappable. Does anyone know of such a thing? Is there another way, if
not with MDL.

Jeremy: Sounds like you're looking for MAKESNAP, a freeware MDLware
application that can be downloaded from
ftp://ftp.bentley.com/pub/tools/mdl/ware/makesnap.zip

BTW, you can also get the version compiled for MicroStation 95 for
Windows in ftp://ftp.bentley.com/pub/tools/mdl/ware/war5nt95.zip HTH

Barring any side-effects, you should be able to do
it with an EDG script, such as:

EdG> SET SEARCH /TYPE=3,4,6,11,12,14 (for example)
EdG> MODIFY P_BITS=SNAPPABLE WHOLE
