In the ddim dialog (R14 in use here) you have the option of setting the
different dmension objects to different colors. I don't think you can
change or specify different colors for parts of the dimension text.

For the standard allowable tolerance text size factor of 70% of normal
text size, this should not be a problem. If you still want to use
another colour, the tolerance would have to have been entered as a
dimension text modifier. You would have to edit the text and
highlight the tolerance portion and change its colour. With a
deviation tolerance, you can still retain the default value of the
dimension. For a Limits tolerance you would have to highlight the
default value of <> and change its colour.
