Can I make a solid fill shape (filled circle or filled polygon) for a
customized linetype?

Nope.
Some hatched fonts do it with many lines.
Look for the shape definition in the customization manual.

I do it with MEASURE Block
but when the entity (pline) with the customized linetype is
modified the problem is to select all the blocks.
But reactors could solve it.
