That's been the standard program for PCB design for amateurs (and many professionals) for many years now.

Altium is now a C# program, the Delphi version was 'retired' last year
in converting it from a 32 bit program to a 64 bit program. The Delphi
version can still be downloaded and used, the license for the current
version works for all previous version.
