What's an ETL9313?

I was examining the possibly failed rear-window wiper
control switch from my Voyager and found it contains
an SGS-Thomson part marked ETL9313N/XOC, a 20-pin DIP.
My IC Master doesn't list any such part. Anyone know
what it is? A COP400 variant?
