I'd recommend Pacific C for embedded work above Turbo C 2.01 and dunfield's
micro C as it's got quite good locating abilities. I've developed a few
commercial products with it before it was free (was still cheap, though).
Maybe I'm biased 'cos I'm an Aussie and have one of their t-shirts. Turbo C
includes the linker, locator, make utility and even (I think) their
monitor/debugger program. Everything you need to get from source to a ROM
image.
