Blutooth hardware Design help using ARM/DSP

Hi Gurus ,

We are a wireless software company ,trying to get in to the hardware
world.

We are trying to develop a low end "specific purpose" bluetooth
hardware,a mid level bluetooth hardware and high end one.

we have great software expertise but nothing in the hardware field
other than our commitments and willpower. we do have proven software
protocol stacks.

I need your advice for my endeavor,like ,where to start ,what to start
,what type of personal I should hire and what are the best chips/cores
I should look for etc etc.
