scatter diagrams and labels

I have a sheet with three rows. The first row contains labels. The
second row contains y coordinates and the third row contains the
respective x coordinates.

I am trying to make a dual axis scatter chart with this sheet and hope to
have each dot identified by its label. I haven't found a way to do this.
Trying to graph all three rows does not yield an accurate graph. I have
been able to make most of the dots appear as unique shapes, but haven't
found an easy way to add a legend to the chart representing the unique
shapes.
