This suggestion is from OccupyMN and was adopted by their GA as a core agreement, part of their operating framework -  Kunti

Because lack of agreement privileges certain groups over others who are more at risk than the privileged, for actions involving risk of arrest, and because lack of agreements and lack of accountability makes us vulnerable to provocateurs and agents, therefore, the plan of action will be clear, open and transparent so people know what they are agreeing to by becoming part of this action.

Those planning and participating in non-violent direct actions make agreements about what types of actions will be taken, choose tactics that are acceptable to all who will be involved in the action, and hold each other accountable for keeping them.

I prefer this statement to what is currently on the Google Doc re: non-
violent civil disobedience/direct action.
