Still getting "unable to fix"

Hello,
I had asked a few months back about getting an "unable to fix issues of this type" error, and I'm still getting that same problem. The fixes involve rebuilt stretches of interstate with new interchanges, with full plans of the new design of the highway available. Why can't this be fixed? The current maps are years out of date, and furthermore, the plans for the new highway were available for at least five years before the construction began! If the various DOTs around the country can give you detailed plans for new construction years in advance, why can't you get the map data updated and ready to go as soon as the road opens?
