CSB Rebate Program Reminders 


2022 CSB Rebate Program 


The EPA appreciates the work that the vast majority of 2022 CSB Rebate recipients have done to implement their new bus projects and submit their Close Out Form (COFs). The EPA has completed review of the majority of submitted COFs and is actively working with selectees to ensure accuracy and completeness of their COF through the thorough review process; during this review process, please be mindful of any communications from EPA reviewers and those contracted by EPA to complete reviews. To expedite the completion of your form, please respond to requests from reviewers for edits or clarification within 2 business days.  


In addition, the EPA is actively working with selectees who have not yet submitted their COF; please ensure that you continue to work expeditiously towards completing your new bus deployment and submitting your COF for EPA review. Finally, all 2022 CSB Rebate recipients should be aware that the EPA is actively performing site visits, with the assistance of contractors, in accordance with the 2022 Clean School Bus Rebate Program Guide Terms and Conditions, Program Audits. More details are provided in the Program Oversight and Compliance section of this newsletter. 


 

2023 CSB Rebate Program 


The EPA has disbursed approximately 50% of funding awarded under the 2023 CSB Rebate Program after thoroughly reviewing Payment Request Forms (PRFs) for these projects. We are actively working with rebate selectees to review submitted PRFs or support prompt submission of the remaining PRFs. To expedite the EPA completing the thorough PRF review process, please ensure that you respond to requests for edits or clarification from EPA reviewers, or those contracted to conduct reviews, within 2 business days

 

Once the EPA completes the detailed PRF review process, then the rebate selectee will receive an official Funds Disbursement email from the EPA; funds are typically available in the bank account listed in the recipient’s SAM.gov account within 7-10 days following funds disbursement. 


After receiving funds, then all 2023 CSB Rebate Program selectees must email the EPA’s Office of the Chief Financial Officer (EPA-CSB-Finan...@epa.gov) within 10-business days of spending their funds on eligible expenses or passing the rebate funds to a third-party to complete the purchase for eligible expenses.  


Once new buses are deployed, any infrastructure is installed, and replaced buses are scrapped, then selectees will need to submit a 2023 Close Out Form; the EPA will provide additional information on the 2023 CSB COF in the coming months. In the interim, please review the 2023 CSB Rebate Program Guide for details on scrappage requirements for replaced buses.  


If you have not yet submitted your PRF, then you must submit the form or request an additional extension prior to your current deadline. To request an additional extension, please use the Change Request Form in the Applicant Dashboard to select “Extension” and provide a clear justification for an additional extension. The EPA will review your request and follow-up with approval or request for additional information. CSB Grants


All 2023 CSB Grant recipients are reminded of the July 30 deadline for semi-annual reports covering the January through June 2025 reporting period. Please make all preparations to submit your progress report to your EPA Project Officer (please cccleansc...@epa.gov with the subject line “2023 CSB Grant Progress Report”) by the deadline. If you have any questions, please contact your EPA Project Officer.

The EPA’s Office of Grants and Debarment periodically hosts webinars that may be of interest to grant recipients. Information on upcoming webinars, as well as recordings of previous webinars, can be found here

  

ASAP (Automated Standard Application for Payments) Webinars 

 

The Department of the Treasury’s Bureau of the Fiscal Service is now requiring a justification for all payment requests submitted in ASAP.gov. The requirement to provide a brief, written justification is related to a Presidential Executive Order. More information about the new requirement can be found in these slides and on this webpage, which includes Frequently Asked Questions. Program Oversight and Compliance Reminders 


CSB Site Visits 


In accordance with Program Terms and Conditions, the CSB Program began conducting site visits to 2022 CSB Rebate Program recipients in Fall 2024. After an initial pilot period, the EPA has increased the number of site visits occurring this summer for 2022 CSB Rebate Program recipients. We anticipate also initiating site visits of recipients under the 2023 CSB Rebate Program and 2023 CSB Grant Program in the coming months. Additional information on site visits as part of program Terms and Conditions is available in the 2022 CSB Rebate Program Guide, 2023 CSB Rebate Program Guide, and 2023 CSB Grant Terms and Conditions under “Program Audit.” 

 

To prepare for a site visit, recipients can ensure they are following all program Terms and Conditions, including: 1) Record Retention (e.g., have all invoices, vehicle titles, and other documents associated with the project organized and readily accessible), 2) Replaced bus utilization (e.g., be able to provide vehicle logs that demonstrate usage of scrapped/donated buses during the applicable school year), and 3) New Bus Utilization at correct location (e.g., be able to provide vehicle logs or other documentation of new buses operating at the school district listed on the award).  


Note that email notifications about an upcoming site visit will come from Eastern Research Group (ERG), who EPA has contracted with to support site visits. 


Financial Management Requirements 

 

As a reminder, CSB Grant recipients must ensure they are complying with all financial management requirements included in the program Terms and Conditions as well as the EPA General Terms and Conditions. For CSB Grants, this includes ensuring that all grant funds are maintained in a separate account after draw down for specific and immediate business needs. Please refer to 2 CFR 200.334 and the “Access to Records” for more details. Rebates guidelines can be found within the appropriate funding year’s Program Guide
