Clean Energy Academy launches with 20 organizations from around US

The Clean Energy Academy held its first workshop this month to help local communities tap into the unprecedented levels of federal funding available for clean energy investments thanks to the Inflation Reduction Act.

Twenty organizations, including universities, healthcare organizations, cultural institutions, and nonprofits, participated in the inaugural workshop. To see the full list of participants and to tap into the event resources, including the workshop slides and recordingclick here.

Upcoming federal grant deadlines

1.       June 30, 2024: Transportation fueling and distribution facilities - Higher Blends Infrastructure Incentive Program (HBIIP) USDA opens $100 million to increase the use of ethanol and biodiesel

2.       July 2, 2024: Farmers - Regional Conservation Partnership Program (RCPP) USDA opens $1.5B to help farmers advance conservation and climate-smart agriculture under (IRA)

3.       July 25, 2024: States, municipalities, school districts, nonprofit schools, Indian Tribes, territories - Clean Heavy-Duty Vehicles Program EPA funds the replacement of existing Class 6 and 7 heavy-duty vehicles with zero-emission versions (IRA).

4.       August 26, 2024: All entities - Methane Emissions Reduction Program DOE and EPA open $850M to reduce methane emissions with low-producing wells and community monitoring

5.       September 2, 2024: Public and Private Entities - Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program USDA opens $250M for related facility costs.

6.       September 6, 2024: Counties in ME, NH, NY, VT - Catalyst Program Northern Border Regional Commission (NBRC) opens $50M for economic development and infrastructure projects related to renewable energy.

7.       September 6, 2024: Counties in ME, NH, NY, VT - Forest Economy Program Northern Border Regional Commission (NBRC) opens $4M to transition the forest industry to new technologies and business models

8.       September 30, 2024: Transportation fueling & distribution facilities - Higher Blends Infrastructure Incentive Program (HBIIP) USDA opens $100 million to increase the use of ethanol and biodiesel

Climate Funding In Action

 

Treasury announces more than $1B in upfront savings for consumers on EV sales - IRS announced consumers have saved more than $1 billion in upfront costs on their purchase of more than 150,000 clean vehicles since January 1, 2024, marking a major milestone in the Biden-Harris Administration’s work to lower transportation costs for Americans.

 

US sets new record with $71B in clean energy investment in first quarter - Private investors poured 40% more money into clean energy and transportation than they did in Q1 2023. Retail made up the largest investment, with $31 billion in sales of zero-emissions vehicles, solar and storage, and heat pumps registered in the quarter.

 

EPA announces recipients of $900M for clean school buses under BIL - EPA’s Clean School Bus Rebate Program will fund over 3,400 new clean school buses in approximately 530 districts across the nation. EPA is also currently accepting applications for the 2024 Clean Heavy-Duty Vehicles Grant Program until July 25, 2024. EPA encourages school districts not selected for the 2023 CSB Rebate Program to participate in currently open funding programs.

 

DOE announces first state to launch Home Energy Rebates Program created by IRA - New York’s launch is part of a larger nationwide initiative to provide $8.8B in federal funding for states, territories, and Tribes to lower energy costs and increase efficiency in American homes by making it cheaper to install cost-saving measures such as heat pumps, electrical panels, and insulation. 

 

New IRA Tax Credit Guidance

  • Treasury issues guidance on the clean fuel production credit (45Z) from IRA - 45Z provides a per gallon credit for the production of clean transportation fuels, based on the fuel’s emissions factor. The credit begins on January 1, 2025, and fuel producers must be registered at the time the fuel is produced to qualify. The notice provides guidance for registering and encourages producers of both sustainable aviation fuel (SAF) and non-SAF fuels to apply as soon as possible.

  • Treasury releases guidance for the Energy Community Bonus Credit under IRA - The IRA amended the investment and production tax credits to provide increased credit amounts/rates if certain requirements pertaining to energy communities are satisfied. The latest notice publishes information taxpayers may use to determine whether they meet certain requirements under the Statistical Area Category or the Coal Closure Category.

  • Treasury issues final guidance on the prevailing wage and apprenticeship (PWA) requirements for increased credit and deduction amounts under the IRA - Final rules from Treasury – which were developed in close partnership with the Department of Labor – provide clarity and certainty on the PWA requirements to ensure the clean energy transition is centered around workers. In general, if taxpayers pay prevailing wages to laborers and mechanics and hire registered apprentices for projects supported by most of the Inflation Reduction Act’s clean energy tax incentives, then taxpayers can claim an increased credit equal to five times the base incentive.
