La verite est que la fin de la Guerre Froide n'as pas entraine les dividendes tant attendues de la paix.
Le monde n'est pas devenu plus pacifique, et les deux dernieres decennies ont vu s'eclater plusieurs conflits violents
et des guerres, dont le plus grand nombre n'etaient pas des guerres entre pays, mais des conflits violents au sein des
pays.
Depuis les annees 1990s, la faillite et l'effondrement des etats en Afrique se trouvent au centre de la politique de
la securite, de la paix et du developpement, ou des conflits violents au Rwanda, en Somalie, en Liberie, au Congo
et dans d'autres etats africains ont produits des millions de morts.
Nous ne connaissons peut-etre pas encore les vraies raisons ou les criterions qui sous-tendent cette action par le
Pentagone, mais n'oublions pas pour autant qu'Al-Qaeda et le regime du Taliban en Afghanistan
etaient des
resultats
du financement cible de Bin Laden et de son entourage par les Etats-Unis au cours de l'occupation sovietique de
l'Afghanistan.
Parfois on elabore une politique des relations etrangeres pour proteger les interets du pays elaborateur, sans trop
prendre en consideration les eventuels consequences sur le pays destinataire.
Le monde aujourd'hui ne cesse pas de s'inquieter de la menace du terrorisme, qui est fort probablement un resultat
de l'ingerance des Etats-Unis au Moyen orient.
On ne doute pas qu'en Afrique il y aurait un grand nombre de 'responsables' ambitieux, assoiffes du pouvoir absolu
et eternel, et que si on les encourageait meme un petit peu, le continent africain deviendraient le berceau de plus d'un
equivalent d'Osama bin Laden.
