Cette année, la célébration de la Journée internationale de la jeunesse coïncide avec le lancement de l’Année internationale de la jeunesse, sur le thème « Le dialogue et la compréhension mutuelle ».
Aujourd’hui, la situation sociale et économique difficile justifie amplement que l’on prête une attention spéciale à la jeunesse. En
effet, 87 % des jeunes de 15 à 24 ans vivent dans des pays en développement. La crise économique mondiale a un effet disproportionné sur les jeunes : ils perdent leur emploi, doivent se battre pour trouver un emploi même faiblement rémunéré et voient leurs possibilités de faire des études réduites. L’économie commence lentement à se stabiliser, et les besoins des jeunes retiennent donc particulièrement l’attention.
C’est en effet à la fois un impératif moral et une nécessité pour le développement. Mais c’est également une chance. L’énergie propre à la jeunesse peut rallumer une économie qui vacille. Chaque fois que je voyage dans le monde, je suis frappé par la bonne volonté, le talent et l’idéalisme des jeunes. Ils apportent d’importantes contributions à notre lutte contre la pauvreté, la propagation de la maladie et le changement climatique, et aussi pour la réalisation des objectifs du Millénaire pour le
développement. J’engage donc les États Membres à accroître l’investissement qu’ils consacrent à la jeunesse, de façon que les jeunes puissent faire plus encore.
Pendant l’Année internationale, les Nations Unies et les organisations de jeunes qui sont ses partenaires chercheront à encourager le dialogue et la compréhension entre générations, entre cultures et entre religions. Dans un monde où des peuples et des traditions différents tendent à se rapprocher par des contacts plus fréquents que jamais, il est essentiel que les jeunes apprennent à s’écouter mutuellement avec attention, à sympathiser, à reconnaître l’existence d’opinions divergentes et à résoudre les conflits. Il est peu d’entreprises plus importantes que la valorisation des aptitudes et l’éducation des jeunes au sujet des droits de l’homme, car en eux nous pouvons voir non seulement la prochaine génération de dirigeants mais aussi des acteurs
essentiels du présent. Reconnaissons aussi que les générations plus anciennes elles-mêmes ont beaucoup à apprendre de l’expérience et de l’exemple des jeunes dans un monde de plus en plus interconnecté .
Au moment où nous lançons cette Année internationale, nous devons reconnaître et célébrer ce que la jeunesse peut apporter à l’avènement d’un monde plus sûr et plus juste. Efforçons-nous de faire une place aux jeunes dans les processus de décision, les politiques et les programmes qui préparent leur avenir et le nôtre.

MESSAGE ON INTERNATIONAL YOUTH DAY

This year’s commemoration of International Youth Day also marks the launch of the International Year of Youth, under the theme “Dialogue and Mutual Understanding”.
Today’s challenging social and economic environment warrant a special focus on youth. Eighty-seven per cent of people aged 15 to 24 live in developing countries. The global economic crisis has had a disproportionate impact on young people; they have lost jobs, struggled to find even low-wage employment and seen access to education curtailed. As economies slowly begin to stabilize, the needs of young people should be paramount.
This is a moral imperative and a developmental necessity. But it is also an opportunity: the energy of youth can ignite faltering economies
. I am regularly inspired by the good will, talent and idealism of the young
people I meet across the world. They are making important contributions to our work to eradicate poverty, contain the spread disease, combat climate change and achieve the Millennium Development Goals. I call on Member States to increase their investments in young people so they can do even more.
During the International Year, the United Nations and its youth organization partners will focus on the need to encourage dialogue and understanding across generations, cultures and religions. In a world in which different peoples and traditions are coming into closer, more frequent contact than ever before, it is crucial that young people learn how to listen intently, empathize with others, acknowledge divergent opinions, and be able to resolve conflicts. Few endeavors are more important than nurturing these skills, and educating young people about human rights, for in them we not only see the next generation of leaders, but also crucial stakeholders of
today. Let us also recognize that older generations themselves stand to learn a great deal from the experiences and examples of young people as they come of age in a world of accelerating interconnectedness.
As we launch this International Year, let us acknowledge and celebrate what youth can do to build a safer, more just world. Let us strengthen our efforts to include young people in policies, programmes and decision-making processes that benefit their futures and ours.

رسالة بمناسبة اليوم الدولي للشباب

إن الاحتفال هذه السنة باليوم الدولي للشباب مناسبة أيضا للشروع في الاحتفال بالسنة الدولية للشباب تحت شعار ”الحوار
والتفاهم“.
وتستدعي البيئة الاجتماعية والاقتصادية المليئة بالتحديات اليوم التركيز بشكل خاص على الشباب. فسبعة وثمانون في المائة من الأشخاص الذين تتراوح أعمارهم بين 15 و 24 عاما يعيشون في البلدان النامية. وقد أثرت الأزمة الاقتصادية العالمية أكثر ما أثرت على الشباب؛ حيث إنهم يفقدون وظائفهم، ويسعون جاهدين لإيجاد عمل ولو بأجر منخفض، ويواجهون تقلص فرص الحصول على التعليم. وفي هذا الوقت الذي ابتدأت فيه الاقتصادات تستقر ببطء، ينبغي إيلاء أهمية قصوى لاحتياجات الشباب.
إن هذا واجب أخلاقي وضرورة تنموية. ولكنه أيضا بمثابة فرصة سانحة:
فطاقة الشباب يمكن أن تعطي دفعة للاقتصادات المتعثرة. وأنا أجد بصفة منتظمة في حماسة الشباب الذين ألتقي بهم في أنحاء العالم وموهبتهم ومثاليتهم مصدرا للإلهام. فهم يقدمون إسهامات مهمة إلى ما نقوم به من أعمال بغية القضاء على الفقر ووقف انتشار الأمراض ومكافحة تغير المناخ وتحقيق الأهداف الإنمائية للألفية. وإنني أهيب بالدول الأعضاء أن تزيد استثماراتها في الشباب حتى يتمكنوا من القيام بالمزيد.
وستركز الأمم المتحدة وشركاؤها من المنظمات الشبابية أثناء السنة الدولية على الحاجة إلى تشجيع الحوار والتفاهم بين الأجيال والثقافات والأديان.
وفي عالم تتواصل فيه مختلف الشعوب والتقاليد على نحو أوثق وأكثر تواترا من أي وقت مضى، من الأهمية بمكان أن يتعلم الشباب كيفية الإصغاء باهتمام والتعاطف مع الآخرين وتقبُّل تباين الآراء، وأن يكونوا قادرين على حل النزاعات. ولا يكاد المرء يجد مسعى أهم من رعاية هذه المهارات وتثقيف الشباب في مجال حقوق الإنسان، حيث لا نرى فيهم الجيل القادم من القادة فحسب، ولكن أيضا أصحاب المصلحة الذين يكتسون أهمية بالغة اليوم. ولنقر أيضا بأن الأجيال المتقدمة في السن نفسها يمكنها أن تتعلم الكثير من تجارب ونماذج الشباب عندما يبلغون مرحلة النضج في عالم
تتسارع فيه وتيرة الترابط.
ولنقر ونحتفي، بمناسبة الاحتفال بهذه السنة الدولية، بما يمكن للشباب القيام به لبناء عالم أكثر أمانا وأكثر عدلا. ولنعزز جهودنا لإشراك الشباب في السياسات والبرامج وعمليات صنع القرار التي تعود بالفائدة على مستقبلهم ومستقبلنا.
