2) Now as you have activated Windows 10 using "media creation tool" -us/windows-10/media-creation-tool-install select second option "Create installation media for another PC" here you can select Windows version and its language. Make sure that Windows version is also "Single Language"
I must add that I tried to follow the tutorial linked below, using the most updated language pack (in EN-US) I could find. However, I get an error (0x800f081e) saying that "the specified package can't be applied to this image" (rough translation). For Windows 10 you can get ISO with all language packs at =kzfuX_e_6iY, links are inside video description. Video itself is not related. You need to download ISO for your particular build, mine was build #10240 x64. You can get build number by running command prompt and looking in the first line for "Microsoft Windows [Version 10.0.10240]". I've made these steps after I upgraded from Windows 8.1 to Windows 10. As you know, if you changed your display language in 8 or 8.1 for single language version, then after upgrading to 10 you get your original display language, in my case it was Russian. I had to do these steps to set display language to English once again.
2-Go to google.com or bing.com search for windows 8.1 single language iso file there is a lot of them around the internet just download one of them and make sure that the language is English and see if its x86(32bit) or x64(64bit) download one like yours.
4-Boot your PC from DVD/USB and install the windows( if asked you to inter the key during installation use the key that you grabbed from step one if it didn't worked then search for a key for windows 8.1 single language on the internet and use it temporarily.
The NSIS Installer is a multi-language installer, which means you always have a single installer which contains all the selected translations. Mutual intelligibility estimated at 85% is excellent between Galicians and Portuguese.[136] Despite political efforts in Spain to define them as separate languages, many linguists consider Galician to be a co-dialect of the Portuguese language with regional variations.[137][135]

My windows language in in Russian. I want to change to English. I tried what you said. But i couldnt proceed further from Step.5. Its shows warning symbol to the MUI English pack , so i couldnt click the next button.
The MUI Reader always contains the base English resources. To support another language, an additional resource bundle is added to the installation. Therefore, English is always present, and the single language Reader is about the same size as the MUI Reader.
LCD_LANGUAGE: The LCD language and encoding to compile in. For example, pt-br_utf8 specifies Portuguese (Brazil) in UTF-8 format with a mapper. For a faster, lighter, but non-accented translation you might choose pt-br instead.
MAPPER_C2C3: This is a mapper set by some language files, and indicates that Marlin should use the mapper for Unicode pages C2 and C3. In this mapper, strings are converted from raw UTF-8 input to single ASCII characters from 0-127, and indexes from 0-127 within the combined two 64-glyph pages C2 and C3.
