Blocked Web User...........Local install

well during testing i had a user block themselves out of the dashboard.......thinking they were in the commcare.org site and using the wrong password.......

Any ideas as to where the block is held and how to unblock the user......the reset password dialog box does send the reset information but does not unblock the user.
