Can not override partials

I have some forms as partials at location app > views > forms >

I have changed some form files inside forms folder.

Now as per documentation (To see what's available change config.reveal_cms_partials to true and restart application.), I have changed config variable to true and restarted server using "service nginx restart".

But it works only once. I have seen changes that was done at first. after that I have changed files again. But now I can not see these new changes. I have restarted server and tried almost everything.

I can not understand what is wrong here.

Please guide me regarding this.
