I have Windows 8.1 and use Google Chrome as a browser. The "eyedropper" isn't registering any color and therefore no hex number (and analogous color possibilities).

You did not provide much info.  What operating system are you using?  By "color id"  I am assuming you mean the RGB her code,  correct?  Elaborate.
