The State of Colorado, Department of Local Affairs' (DOLA) Division of Housing (DOH) is establishing a Housing Recovery Office (Office) to focus its work on Colorado’s recovery efforts in response to the COVID19 pandemic. The Office will oversee the successful implementation of funds through H.R.133 and H.R.1319, including Emergency Rental Assistance and Homeowner Assistance Funds totaling more than $600 million. Kicking off this Office, DOH is hiring a Director of Housing Recovery. DOH is looking for a visionary leader and manager to establish a highly effective team in serving Coloradans through emergency rental and homeowner programs through partnerships with local governments and other administrative entities to deploy federal emergency funds. The Director of Housing Recovery will positively impact the lives of thousands of Coloradans from the rural eastern plains to the front range to our mountain resort communities recover from the many impacts of COVID19. Seeking Consultant to Develop the HAF Plan |

DOLA has published a Request for Documented Quotations to obtain competitive quotations from qualified individuals and firms to provide DOH with services to facilitate work pursuant to U.S. Department of the Treasury issued guidance regarding the Homeownership Assistance Fund (HAF) through HR1319: American Rescue Plan Act (ARPA). DOLA is seeking a firm to assess homeownership needs statewide and develop the HAF plan which will plan out the programs to be implemented with Colorado’s HAF funds of $175 million. The HAF plan will be submitted to the Treasury Department for review and approval. This HAF plan will follow a public input process that is being developed through this process.

HOME American Rescue Plan Act (ARPA) |

The U.S. Department of Housing and Urban Development (HUD) notified the state on April 28, 2021, that Colorado would receive $24,729,198 of HOME-ARP funds. The funds will not be available until HUD issues an implementing notice and reviews the substantial amendment to the state’s 2021 Annual Action Plan. HUD guidance is expected in the fall of 2021. While Colorado will not have access to the HOME-ARP funds until HUD has issued the implementing notice and subsequently reviewed and accepted a substantial amendment to Colorado’s FY 2021 Annual Action Plan, DOH will begin consulting with homeless service providers, domestic violence service organizations, public housing agencies, and other organizations and agencies that assist qualifying populations. DOH will be assessing the unmet needs among these populations and considering potential uses of HOME-ARP funds as we look to design and implement the HOME-ARP Program expeditiously. HOME-ARP funds can be used for four eligible activities, including: - The production or preservation of affordable housing;
- Tenant-based rental assistance;
- Supportive services, including homeless prevention services and housing counseling; and
- The purchase or development of non-congregate shelter for individuals and families experiencing homelessness.

This position will assist with contract management, contract monitoring, and program oversight for COVID emergency programs, including rental, mortgage, and utility assistance programs. Two positions will be filled using the list from this posting. The positions are three (3) year term-limited positions, and the continuation of the position beyond this time will depend on the availability of the grant funds.
