CO General Assembly Last Day (Sine Die) May 7th

The CO General Assembly is scheduled to adjourn (Sine die) on Wed. May 7th.

As per usual, the last days of the session are hectic, and updates are not made on a daily basis.

During these last days, a number of bills are introduced, which for the most part will not be acted upon but are done to help legislators save face with their constituents.

As we have seen since last week, bills that are going to be passed are introduced and go through committee approval without public comment.

It must be noted, that while the Assembly will adjourn on Wed., their are still processes that will go on to reconcile bills that were approved by both chambers but require negotiation as to final form by each chamber. This is normally accomplished by select Conference committees that still have approval to operate.

We will not seem a final accounting of legislation as to what bills passed and went to the Governor, and those that were "lost" until sometime over the next two weeks. Lost means that a bill never made it through the process for submission to the Governor.

The governor must sign or veto legislation within 15 days of adjournment, or it becomes law without his/her signature. Additionally, several bills have a safety clause which gives a 90-day period following adjournment for the bill to be accepted by petition through vote on the ballot. If no petition is filed by Tuesday, August 5, 2025, the bill is deemed lost at 12:01 a.m., on Wednesday, August 6, 2025, the day following the expiration of the 90-day period.
