IPCS Advisory Task Force Newsletter

This serves as the first edition of the Colorado Public Utilities Commission (PUC) Incarcerated People's Communications Services Advisory Task Force Newsletter. 

Previously, this Advisory Task Force met on a quarterly basis to encourage the interaction and open communication of IPCS regulators, providers, stake holders, and any interested members of the public on all things IPCS in Colorado. After holding four meetings, IPCS staff recognized a lack of interaction and input and polled all interested parties on the best route of moving forward. A newsletter was selected by popular decision from the outcome of the poll. 

IPCS Staff aims to keep you up to date on current events and the general state of affairs of the IPCS regulatory efforts within the state of Colorado. This does not mean that we can no longer hold public Task Force Meetings. In fact, we encourage anyone wishing to discuss a particular topic to always reach out to inform us of any concerns. We will make future public Task Force Meetings on a case-by-case basis moving forward if there is a wish or need to make one available.

House Bill 26-1326 Sunset Review for Public Utilities Commission

House Bill 26-1326 Sunset Review for Public Utilities Commission is a periodic re-evaluation of legislation, typically occurring once every 5-10 years:

  • Establishes the authority of the PUC to establish, by rule, intrastate IPCS rate caps and caps on IPCS ancillary service charges in an amount not to exceed rate caps established by the FCC.
  • A amends the requirement of correctional facilities to cooperate with the PUC during biannual testing to further include IPCS provider cooperation.
  • Requires correctional facilities to post the developed flyer notifying the public of the methods by which they may submit informal IPCS complaints in a conspicuous location where documents may be viewed by visitors to the correctional facility.
  • Requires the PUC to adopt rules implementing:
    • Requirements for service providers to report service outages of IPCS to the PUC
    • Imposition of penalties for an IPCS provider's failure to comply with the requirements that apply to IPCS providers
