Known unknowns about in-custody deaths. The federal government is supposed to track how many people die in custody under a 2000 federal law, but decades after passage its enforcement and compliance is a mess. A Marshall Project review of the data identified hundreds of people who died in custody but who weren't listed and states that failed to report almost any deaths in their prisons or jails. Most records did not meet minimum Justice Department reporting standards, including any note about the manner of death.
