Attached is the latest published AR (Administrative Regulations) 

Key Administrative Regulation (AR) Amendments and Facility Changes 

• Restrictive Housing (AR 650-03): Replaced Administrative Segregation with a 12-month maximum placement for 11 specific, violent offenses.
• Inmate Visitation (HB25-1013): Social visitation is now established as a right, with limitations restricted to essential facility safety or security needs.
• Community Corrections (AR 550-01): Defines, for offenders with violent convictions, electronic referrals to community corrections occur nine months prior to the estimated parole eligibility date (PED).
• Medical/Mental Health (HB23-1013): Implements strict standards for the use of restraints and involuntary medication, requiring intensive documentation and review by July 1, 2027.
• PREA Compliance (AR 100-01): Mandates strict zero-tolerance for sexual abuse/harassment, with mandatory training for staff, contractors, and volunteers. 

Recent Regulatory Agenda Highlights (2025-2026)

The CDOC 2025-26 Regulatory Agenda includes updates regarding: 

• Refining procedures for offender classification, disciplinary processes, and facility security.
• Revisions to inmate, parolee, and staff safety protocols.
• Updates to offender rights, including access to mail, property, and grievance procedures.

Under AR 10-01, entitled Administrative Process, Ar's can be modified by a facility with approval of Headquarters. These usually take two forms and are not normally available for public review,..

Implementation/Adjustments: Refers to procedures administered by a facility/office to specifically accomplish the intent of an administrative regulation. An implementation adjustment describes how the requirements of the AR will be met; it does not deviate from the intent of the AR; it is not more or less restrictive than the governing AR. They will be reviewed annually and updated as needed and approved by the appointing authority.

Operational Memorandum: Developed by a facility/office to address areas not specifically related to an AR. Operational memorandums serve an individual facility/office for a unique internal function. No longer commonly used.

Although not commonly used, they may still be in place or used at specific facilities.
