The CO General Assembly adjourned sine die on May 13th, 2026.
Attached are the final listings of bills introduced by the Senate and House during the session, which includes procedural bills that do not impact on State statutes.
Additionally, attached Is a listing as of May 14th, showing the status of Senate and House bills that have direct impact on those who are or have been incarcerated. Not all bills have been finalized as to status. Several will be resolved over the coming days and final status may not be available until the end of June.
All bills contain one of the following clauses -
Safety clause. The general assembly finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, or safety or for appropriations for the support and maintenance of the departments of the state and state institutions.
Act subject to petition - effective date. This act takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 12, 2026, if adjournment sine die is on May 13, 2026); except that, if a referendum petition is filed pursuant to section 1 (3) of article V of the state constitution against this act or an item, section, or part of this act within such period, then the act, item, section, or part will not take effect unless approved by the people at the general election to be held in November 2026 and, in such case, will take effect on the date of the official declaration of the vote thereon by the governor.
The following is a list of bills of interest that allow for a petition to be filed to allow voters the option to vote on acceptance of the bill. The Governor still has to sign the bill upon receipt. If he vetoes the bill, then no referendum will take place.
Also, any bill that is awaiting the Governor’s signature, or submitted to Governor after adjournment, that he vetoes cannot be overridden by the General Assembly as they will not be in session.

If no valid petition is filed by August 12, 2026, then the signed bill becomes law.
