From the Field
The EBBA's Changes to Medicaid and Their Implications for Continuity of Care at Reentry
HARP's response to questions about what the Medicaid changes in the “One Big Beautiful Bill Act” (OBBBA) mean for the work that state Medicaid agencies and correctional leaders are doing to strengthen access to services and continuity of care for people who are leaving prison and jail. Because it’s a big bill, they're taking some time to assess its full implications.
Meeting on Federal Funding for Criminal Legal System Program
The Collier Collective continues to bring the association information on funding changes. They are inviting the association and our members to a call to discuss updates on the current status of federal funding, as well as FY26 appropriates and recently-passed FY25 rescissions and reconciliation bill (H.R.1).

ICJA sends a newsletter each week with various news articles. From the Field is a combination of additional articles, legislative updates and access to our newsletter! If you're not receiving it, you can access it by clicking "Weekly Newsletter" above.

Introducing the ICJA Branches
ICJA is excited to roll out three topic-specific ICJA Branches to continue progress towards the association’s vision of promoting public safety through evidence-informed practices for justice-involved individuals through collaborative community-based treatment services, research, and advocacy. Click Here for more info on each branch.
ICJA's Three Branches:
1) Housing and Employment
2) Behavioral Health and Recovery
3) Residential Reentry
What does involvement with a Branch include?
- Each of the three branches will have Quarterly Virtual Meetings discussing current events and topics of interest, and ways to advocate for these areas with local, state, and federal policymakers
- Branches will also send out targeted email updates with evidence-informed practices, events, and other ways to collaborate on the specific branch topics.
Each quarter, the branches will have a similar agenda with each meeting having additional items. The general focus of each meeting will be as follows:
- ICJA updates will be presented to highlight key developments, as well as updates on the upcoming conference will be discussed, including the call for presentations that represent all focus areas.
- We will review best practices by sharing new research, innovative practices, and member highlights. Discuss policy implications, covering pending legislation at the local, state, and federal levels.
- The conversation will then shift to ICJA’s support and advocacy efforts, including updates on current initiatives and opportunities to support member needs.
- An overview of the international landscape will provide insight into global developments relevant to our work. Additionally, we will discuss coordination with other national associations to strengthen collaboration.
Each meeting will have an opportunity to discuss the issues you are facing at your agency, in your region to encourage collaboration across our membership, as well as fields. If you haven't yet requested to be a part of one (or more) of the branches, please submit your interest Here!
