Colorado's
SMART Government Act
(State Measurement for Accountable, Responsive, and Transparent
Government Act), passed in 2010, mandates a performance-based system
where state agencies set annual goals, report on performance, and
present plans to legislative committees, enhancing transparency,
accountability, and efficiency through defined metrics (Specific,
Measurable, Achievable, Relevant, Time-bound).
The Joint Judiciary hearings are scheduled for January 20, 21, and 22, all starting upon adjournment. Public comment is allowed after each reporting agency presents and legislator questions are addressed. Citizens can also submit questions and issues directly to members of the committee for them to address during their question period.
The Joint Judiciary has responsibility for reviewing the Colorado Department of Corrections, Department of Public Safety (which includes the Sex Offender Management Board and Community Corrections), Department of Law, Office of Public Defender and the Judiciary (which is responsible for Probation) and several others.
The Committee assignments for Senate and House Judiciary Committees for the upcoming session which begins January 14th, 2026, have not been finalized due to several replacement legislative appointments that may result in changes.
