UPCOMING CONFERENCES
  Special Meeting for Associations of Universities

  Higher Education and Education For All (EFA)
As the 3-year IAU project on higher education and EFA comes to a close, IAU is organising an
Experts’ Conference on HE/Research and EFA/education-related MDGs and end-of-project Meeting from December 2 to 3, 2010 at UNESCO Headquarters in Paris, France. The aims are to evaluate the progress made for improved inclusion of higher education/research in EFA and related MDGs and to review the project’s outcomes. Over 50 invited representatives from the higher education sector or cooperation agencies/associations are expected to propose concrete innovative perspectives and actions, addressing macro- or micro-driven issues, and to map out steps forward. The new UNESCO ADG for Education, M. Qian Tang, will open the Conference. Contact: i.tur...@iau-aiu.net

PROGRAMMES
  Doctoral Programmes in sub-Saharan Africa
The IAU Pilot Project on Doctoral Programmes culminated in the organisation of the Seminar hosted by Prof Oloyede at the University of Ilorin in early November.  The Seminar brought together the representatives of the Pilot Institutions and the Members of the IAU Task Force created for the project.  Participants reached a series of conclusions and recommendations on the developments of doctoral study programmes.  The final Report is being drafted and will be submitted to the HEIs for comments before being disseminated more broadly.  On 11 November, the host University organised a Seminar for representatives of Nigerian Higher Education.  The preliminary conclusions of the project were presented to them for comments and inputs.  HEIs  in Nigeria envisage developing a similar project based on the outcomes of the Seminar.

  Equitable Access and Success in Higher Education
Ten IAU Member universities from Asia and the Americas undertook a critical assessment of their policies and practices designed in order to improve their performance in terms of widening participation and improving success rates of under-served learners. Their representatives and the IAU Task Force which has been coordinating IAU activities in this field met on November 18 and 19 at the University of Arizona for a two-day seminar sponsored by the World Bank and the Lumina Foundation. The analytical report summarizing the institutional reviews, seminar presentations, and outcomes of this pilot project will be posted online in early 2011. IAU hopes to continue building on its
Policy Statement and develop new initiatives in this critical aspect of higher education, especially as preparations get underway for the 2011 International Conference which will take place at Kenyatta University in Nairobi, Kenya (see below).

NEW PUBLICATIONS
  Higher Education Policy (HEP), December 2010
HEP 23/4 has just been released.  Articles in it look at, amongst others, academic performance of recent immigrant groups in California, cost sharing in Kenyan higher education, and university-industry partnerships in doctoral education.  More details, and to subscribe / buy on:

IAU Representation
  On November 17, the IAU Secretary-General made two presentations about internationalization during the International Education Week at the University of Arizona. She spoke first about the latest trends in internationalization to university staff responsible for international relations and projects in various Faculties and schools of the university and then shared a panel with Jamil Salmi who spoke about World Class Universities, basing his comments on his latest book on this topic.

  Isabelle Turmaine, IAU Director, Information Centre and Communication Services, attended OpenED 2010 on OER: Impact and Sustainability, in Barcelona, Spain in November. This first OpenEd Conference outside the United States was organized by the Universitat Obierta de Catalunya - an IAU Member – the Open Universiteit and Brigham Young University. The IAU supported the event. Based on information from and discussion held at the Conference, she is considering setting up a project to facilitate the use of Open Education Contents (OER) by and through academic librarians.   7th International PEACE Conference, Barcelona, Universita Politecnica de Catalunya, 22-23 November 2010
IAU participated in this seventh meeting to promote academic cooperation between Palestine and Europe.  The IAU Director of Membership and Programme Development was invited to participate in the Opening session with Prof Barakat, Vice president, Hebron University and President of PEACE, Mr Andreu Claret, Executive Director Anna Lindh Foundation, and Mrs Monica Margarit, Director of Fundación Universidad.es. She also made a presentation during the session on The Promotion of Dialogue among Cultures and Civilisations in which Prof. Federico Mayor, President, Foundation for a Culture of Peace and Co-Chair UN Alliance of Civilisations and Prof. Baydar, Rector, Suleyman Demirel University, IAU Administrative Board Member took part.  All speakers called for HE to promote intercultural learning and dialogue at all levels.

  5th GUNI International Conference on « Higher Education’s Commitment to Sustainability: from Understanding to Action » - Barcelona, UPC, 23-25 November 2010
The role of Higher Education in the promotion of sustainable development is key and thanks to the engagement of HE leaders, faculty, staff and students, improvements can be measured as shown in the reports. Several Board Members of IAU participated in the Conference in which the IAU Director of Membership and Programme Development organised a parallel session with UNEP on «The Good practices : sharing actions for change » where the outcomes of the Global Survey on Sustainable Lifestyles piloted by UNEP, and in which IAU and 16 IAU Member Institutions participated, were presented.  She also organised a working group on « Moving from Understanding to Action » and shared the conclusions of the working group during the closing plenary session.  The results of the GUNI – AIU – AAU project on the Role of Universities in promoting sustainable development in sub-Saharan Africa were presented by Prof. Goolam Mohamedbhai, former president of IAU. They will be published online on the IAU website in January.

  Dr Hilligje van’t Land, IAU Director Membership and Programme Development participated in the 5th annual Meeting of the UNDESD Reference Group – UNESCO, Paris, 29-30 November 2010 where she was invited to talk about Higher Education for Sustainable Development during a Panel discussion on “Education for Sustainable Development and UNESCO’s mandate: Key areas for synergies and work” and to organise a workshop for UNESCO staff on the same topic.

  Ross Hudson, IAU Programme Officer attended the 2nd Annual African Network for Internationalization of Education (ANIE) conference, held in Kampala, Uganda, from 4 to 5 November 2010. The theme of the conference was Internationalization of Higher Education and Research in Africa: Responding to Opportunities and Challenges. Mr. Hudson presented some of the key findings of the IAU 3rd Global Survey as they applied to Africa.

UNESCO: Call for Participation
Applications are open for the UNESCO/Keizo Obuchi Research Fellowships Programme that the Government of Japan has been offering for over a decade in order to support and encourage candidates from developing countries to undertake research in the areas of Environment, Intercultural Dialogue, Information and Communication Technologies, and peaceful conflict resolution. UNESCO: Engineering Education
UNESCO has issued the report Engineering: Issues, Challenges and Opportunities for Development, the first ever international report on engineering by UNESCO. Entirely based on voluntary contributions from the international engineering community, it gives an overview of what engineering is, identifies issues and challenges, details applications, and discusses engineering education, training and mobility. The aim is to promote better public understanding of engineering and its role in society, and to highlight ways of making engineering and engineering education more attractive to young people, especially women.

UNESCO Bangkok: Gender
UNESCO Bangkok has released an advocacy brief on Gender Issues in Higher Education that investigates the current status and trends in higher education in the Asia-Pacific region from a gender perspective, discusses gender mainstreaming as a strategy for promoting gender equality in tertiary education, highlights good practices and issues recommendations to fulfil this purpose.

UNESCO Bangkok: Human Resource Development
UNESCO Bangkok has released all papers and presentations of the 14th UNESCO-APEID International Conference on Education for Human Resource Development held from October 21 to 23 in Bangkok, Thailand. The conference examined the relationships and links between the world of education and the world of work in order to strengthen them. The themes broached were: Developing Knowledge, Skills, Competencies and Values for the 21st Century; Diversifying Pathways to Education for Human Resource Development; Institutional Frameworks to Support Education and Training for Human Resource Development.

UNESCO Beirut: Regional Policy
UNESCO Regional Bureau for Education in the Arab States - Beirut has released a publication entitled Towards an Arab Higher Education Space: International Challenges and Societal Responsibilities that comprises the proceedings of the Arab Regional Conference on Higher Education (ARCHE+10) that was held in Cairo, Egypt from May 31 to June 2, 2009 and a Regional Report describing the state of higher education in the Arab region from 1998 to 2009.

Islamic Educational, Scientific and Cultural Organization (ISESCO): Educational Quality
The fifth Islamic Conference of Higher Education and Scientific Research Ministers on Enculturation of Quality in Academia, Research and Innovation Towards Prosperity of Ummah took place in Kuala Lumpur, Malaysia from 19 to 20 October 2010. The Resolutions and the Kuala Lumpur Declaration adopted during this conference concern the ranking of Islamic world universities, the creation of the Islamic Network of Women Scientists and the implementation of a strategy for science, technology and innovation.

Mediterranean Office for Youth (MOY): Student Mobility
MOY involves 16 countries bordering the Mediterranean. From 2011 to 2014, it will carry out a pilot programme for the mobility of students and young professionals and create a resource centre on Mediterranean mobility. A call for proposals for the MOY label is available.

Swedish International Development Cooperation Agency (Sida): Call for Participation
Sida and the Swedish Ministry for Foreign Affairs have made available their shared database called Researchers for Development Analysis (REDA). It is intended as a tool to strengthen the role of research in Swedish development cooperation. Researchers who register in the database will be considered for peer-review processes, commissioned tasks and research, evaluations or direct consultations.

World Bank: Educational Strategies
The draft of the World Bank Education Strategy 2020 is available for comments and feedback. The document entitled Learning for All: Investing in People’s Knowledge and Skills to Promote Development analyses the reasons for a new strategy; describes the framing, directions, and process (through external consultations) to develop it; and discusses the key issues for its implementation.

World Bank: Educational Strategies (Africa)
The World Bank has released its Draft Africa Strategy, Africa’s Future and the World Bank’s Role in it. It analyses the proposed strategy, based on three, interdependent themes: competitiveness and employment; vulnerability and resilience; and governance and public-sector capacity. It also describes the instruments to be used for its implementation. The final strategy is due for publication in March 2011.

World Summit on the Information Society (WSIS): Call for Participation
The WSIS Team has launched an open consultation on thematic aspects and the format of WSIS Forum 2011. Mercosur: Call for Participation
La Universidad de la República de la República Oriental del Uruguay has launched a call for  proposals to public and private universities in Argentina, Brazil, Paraguay and Uruguay in the Framework of the Programa de Movilidad MERCOSUR en Educación Superior (Mercosur mobility programme in higher education). European Commission: Educational Policy
The European Commission has published its 2011 annual work programme. In addition to its flagship initiative on Youth on the Move and Digital Agenda, the EU will look at ways to modernise higher education and foster innovation and knowledge and propose another flagship initiative on News Skills and Jobs. Concerning research, its work will include issues such as partnerships in research and innovation and access to scientific information.

European Investment Bank (EIB): Loans
The EIB is granting a 450 million euro loan to Turkey for research and innovation capacity. European University Association (EUA): Diversification of Education
EUA held its annual conference on Diversities and Commonalities – the changing face of Europe’s universities in October at the University of Palermo, Italy. The focus was to assist institutional leaders in understanding better and responding to the different pressures they face, in particular to sharpen their specific institutional profiles. The Conference highlighted examples of strategies and practices adopted by university leaders in different contexts to enhance institutional missions and attract and retain high quality staff, cater to diverse student profiles, and consider incentives for developing diverse research strategies and research portfolios.

Joiman Project: Joint Degrees
The Final Seminar of the JOIMAN project took place in Vilnius, Lithuania in October. Joiman is a project financed by the European Commission to provide a platform in which partners can share knowledge and know how on solutions to the problems faced during the first stage of the Erasmus Mundus Programme. Common tools or strategies will be created to support Higher Education Institutions on issues related to Joint Degrees’ management.

Asia Europe Meeting (ASEM): Educational Policy
The 2nd ASEM Rectors’ Conference took place at Korea University (KU) in Seoul on 26-27 October 2010. It brought together some 80 university leaders and representatives of ASEM higher education institutions, networks and organisations at the highest level. The meeting, organised by the Asia-Europe Foundation (ASEF), the ASEAN University Network (AUN) and KU, issued recommendations for the 3rd ASEM Education Ministers’ meeting in Copenhagen, 2011.

Association of African Universities (AAU)/Association of Universities and Colleges of Canada (AUCC): Industry and University
AAU and AUCC launched the Renewal and Strengthening of Africa Higher Education Institutions Project in November. The project aims at linking more closely African universities with the private sector. The Carnegie Corporation of New York has published the second in a series of three publications examining the 10-year partnership of a multi-foundation collaboration which started in 2000. Afghanistan: Educational Strategies
The draft version of the National Education Strategic Plan for Afghanistan (1389-1393/2010-2014) prepared by the Ministry of Education defines the policies and objectives of the education sector for the next five years. The plan is articulated around five priority programmes: General and Islamic Education; Curriculum Development, Teacher Education and Science and Technology Education; Technical and Vocational Education and Training; Literacy; Education Management.

Australia: Educational Finance
The Ministry of Tertiary Education has initiated a review of the higher education base funding to set up the principles for public investment in higher education, including the appropriate balance between public and private contributions to the cost of education or the distribution of funding by discipline, the share of funding from Government, students and other sources.

Australia: Gender
Universities Australia has released the Universities Australia Strategy for Women: 2011-2014 to enhance employment equity for women. The document identifies seven key goals, and a number of measures to be taken and lists activities that Universities Australia is committed to or will support over the next three years in order to address employment equity issues across the higher education sector.

Australia: Science Planning
The Australian Research Council has released its Strategic Plan 2010-11 to 2012-13 that reviews its priorities and defines key objectives for the next three years, as well as strategies to achieve them, and performance indicators. Belgium (French Community): Enrolment
The rectors and deans of five faculties of medicine have expressed concern about the 30% increase in the number of students entering medicine and dentistry studies. They insisted on the need to preserve the quality of medical training.

Canada: Research Integrity
The Council of Canadian Academies’ Expert Panel on Research Integrity has released a report on Honesty, Accountability and Trust: Fostering Research Integrity in Canada. It presents a comparative study of the current research integrity system, identifies four gaps in Canada’s policy framework, defines eleven fundamental principles of research integrity and proposes the creation of a body, the Canadian Council for Research Integrity.

Canada: Quebec: Equity
The Conseil supérieur de l’Education published the Report on the State and Needs of Education 2008-2010 entitled Conjuguer équité et performance en éducation, un défi de société (Balancing Equity and Performance in Education: A Challenge for Society). It analyses the evolution of the Québec education system at the general, adult and postsecondary education levels, and proposes six approaches for making it more equitable and efficient.

Canada: Quebec: Graduate Studies
The Conseil supérieur de l’Education  has prepared a Brief entitled Pour une vision actualisée des formations universitaires aux cycles supérieurs (Towards an Updated Vision of Graduate and Post-Doctoral Studies) for the Ministry of Education, Recreation and Sports. Based on a review of literature, consultations and interviews, it defines the trends and characteristics of graduate and post-doctoral studies in Quebec and formulates objectives to ensure the sustainability of their development and their response to individual and collective needs.

Hong-Kong: Access to Education
In his Policy Address of October 13, the chief executive of China's Hong Kong Special Administrative Region (SAR) announced a significant increase in the number of publicly-funded undergraduate places in the University Grants Committee (UGC)-funded institutions. The publicly-funded senior year undergraduate places will be doubled to reach a total of 4,000 per year by 2012/13 onwards. Additionally, the number of first-year-first-degree places will be raised to 15,000 for each cohort as from the 2012-13 academic year.

India: Student Registration
The Ministry of Human Resource Development and the Unique Identification Authority of India (UIDAI) have signed a Memorandum of Understanding to create an electronic registry of all students to help to track their mobility from primary/elementary through secondary and higher education and between institutions. The attribution of a unique identification number to be printed on the performance record of each student to avoid fake degrees is also planned.

Ireland: Completion Rate
The Higher Education Authority has published A Study of Progression in Irish Higher Education. It offers an updated snapshot of the progression of fulltime students between 2008 and 2009 in order to serve to improve rates of completion and graduation.

Mexico: Educational Supervision
The National Autonomous University of Mexico (UNAM) has released the second edition of the Estudio Comparativo de Universidades Mexicanas - ECUM (Comparative study of Mexican universities). It provides a new electronic tool, the Explorador de Datos (ExECUM), consisting of an interactive database which compares 60 public and private universities in areas such as academic staff and programmes, research, scholarly publications. This study is not intended to serve as a national university ranking system but as a comparative information provider to help to define new institutional policies and strategies.

New Zealand: New Ministry
Planned to be operational in early 2011, the new Ministry of Science and Innovation was created from the merger of the Foundation for Research, Science and Technology, and the Ministry of Research, Science and Technology (MoRST). It will advise the Government on New Zealand’s science and innovation system and supervise investments in research, science and technology.

Sri Lanka: Recognition of Degrees
The University Grants Commission (UGC) of Sri Lanka has released the Guidelines for the Recognition of Degrees Awarded by Higher Educational Institutes, a document that describes the elements to be examined when evaluating an institution prior to its being granted a degree awarding status. The Minister of Science Technology and Tertiary Education launched the National Knowledge and Learning Network (NKLN) initiative on October 18, 2010. United Arab Emirates: Transition from School to Higher Education
In his address to the annual convocation of the United Arab Emirates University in October 2010, the Minister of Higher Education and Scientific Research emphasized the need for close collaboration between higher and secondary education institutions in order to define appropriate exit standards for secondary school students to access university and to improve the curricula.

United Kingdom: Educational Grants
The Government has set out plans for reforms to higher education and student finance. They will offer more generous financial support for students from low income backgrounds to go to university. Graduates who have completed their studies and are among the country's higher earners will make a greater contribution towards the cost of their education. As their earnings increase, so will their contributions. The bulk of funding will follow the choices of students, rather than flowing as a block grant from the Government as at present.

United Kingdom: Equity
The Higher Education Academy has launched a programme across Scotland’s higher education and further education sectors to embed equality and diversity in the curriculum. Cornell University has released Governor’s Choice: Gender Composition of Trustee Boards at Public Universities. The New Leadership Alliance for Student Learning and Accountability initiative aims to improve student learning in U.S. colleges and universities.
