Public Meeting

36 people attended the third and final Concept Plan. A presentation of the final concept plan was made by Great River Associates and boards were available as well. 10 written comments were received:
· As a resident on College Street, Fort to Broadway, I have had the honor of being involved in this well planned process from the beginning (January 2012). I am grateful to the City and especially Vern Morgan for his leadership. I’m proud of the work we did and the outcome is phenomenal. The West Meadows will be a beautiful connection to Jordan Valley. The Route 66 manifestation is also wonderful. These plans not only clean up a blighted neighborhood, but create a clean, safe, artistic community. I can’t say thank you enough. This was fun and I enjoyed all the process. Thank you Jerany and Great River Associates.
· Like the idea of connecting the park to trail ways for bicycling, etc.
· Elements in the park should relate to Springfield’s connection to Route 66. You already have a good start. There are a lot of common elements throughout the corridor. This is what will help give it an identity. This needs to be emphasized and enhanced as the design progresses.
· Things I would like to see incorporated into the concept:
o I would hope to see the mosaic of Route 66 across from the Rt. 66 Park stabilized and kept up.
o I would like to see the motel structures from Kearney and East of Walmart used in the park.
o I would like to see a memorial to the late “Skip” Curtis, longtime Rt. 66 writer and promoter.
o I wonder if it’s feasible to use the actual SOLO cup?
o Thank you!! I’m very excited and proud to see this in our community!!!
· Once something is built – could we have an incentive to have old cars owned by collectors on that street during certain time of the day, not just weekends, but every day?
· The arch at College & Kansas needs to be more “art deco.”
o Is there enough parking at the roadside park?
o Push more the term “Springfield – the birthplace of Route 66.
o Mother’s Brewery needs to get into the “Route 66 for the Mother Road”
o Could the roadside park include a camping area?
o Could the street lights have a unified but different color in this entire section?
· Great Plan! I sure hope it will turn out just like the plan!
· Call plaza “Woodruff Plaza for founder of Route 66. Have gas pumps at gateways.
· I like where Great River has landed. However, I wish there was going to be more stone work done because of its association with this area-like on the streetscape street end pieces of the over the road piece at College & Kansas. I do not like the broken car fountain. But give it a more Grapes of Wrath tone and less cartoonish and I would be ok. And I really really liked the guy who contacted Jerany (Chuck Clore) and his art work for the birthplace sculpture. This is more what I meant in the last meeting that you needed a showplace that states “Birthplace of Route 66.”
· I think this is a great plan and would be great for the city. However, I have a concern that there are a lot of seemingly unfriendly people that hang out on the square and I see the same thing happening in the planned park area too. What is the plan to handle that?
In addition to written comments, there was a preference expressed that the proposed Route 66 elements should not be specified in the plan, but left for artists through a public art process. Vern responded that we will need to work through this concern because all of the elements proposed in the plan were suggested by the participants in expressing their preferences. However, there will be plenty of opportunity to have additional public art expression throughout the park and corridor.

The plan is a concept and the plan and comments will be used to guide the detailed design when that step is undertaken. The City’s intent is to begin design of the first phase of streetscape (Grant to Broadway) soon with the goal of completing the first phase within two years. Progress may be affected by the level of commitment for private redevelopment in that portion of the corridor.
In order to implement the corridor plan, the zoning ordinance must be updated. To that end, the Planning and Development Department is preparing a draft zoning district. When the draft is completed, more public input will be sought prior to submittal to the Planning and Zoning Commission and City Council.
A blight report and redevelopment plan is being prepared which will provide property tax abatement for a development incentive. Hopefully, this will be completed this summer.
