On the internets I found a document created by Heather Ball, listing
articles with various core competencies for librarians- reference,
children's etc. I'm guessing it was written about 2003, as that seems to be
the most recent article. I have posted the three that relate to CD below.

Hello,
I am just starting to plan a short retreat for the librarians here with
collection development responsibilities. The pattern at my university
has mostly been letting faculty tell us what they want us to order, and
I would like people to start thinking of Collection Development as a
professional skill.
I will be attending the Charleston Conference in November, so hopefully
I'll be able to bring something back from that. Does anyone have other
suggestions for me? For example, is there a particular person who
writes or speaks about CD competencies? An existing list of
competencies? I've looked at a couple of libraries' training manuals,
so I will start with those to see how I can adapt them to a retreat.
