Who is Kayumba Nyamwasa.

• He is a former Rwandan general, once in the leadership of the Rwandan Patriotic Front (RPF), and served in various senior military/intelligence positions. 
• He later fell out with Rwandan President Paul Kagame, went into exile in South Africa, and has made allegations of political repression, corruption etc. 
Spain’s Warrant / Search & Arrest Orders
• As of September 2025, Spain’s National Court (Audiencia Nacional) judge José Luis Calama has ordered a search and capture (búsqueda y captura) warrant for Kayumba Nyamwasa. The warrant is for his arrest and unconditional preventive detention. 
• The charges include: terrorism, torture, genocide, crimes against humanity, and specifically the murder of four Spanish citizens. These Spanish victims are:
1. Priest Joaquim Vallmajó
2. Nurse María Flors Sirera Fortuny
3. Photographer Luis Valtueña Gallego
4. Doctor Manuel Madrazo Osuna 
• The warrant was issued in July 2025. The defense’s appeals against it were rejected in August 2025 by the criminal division of Spain’s National Court. 
• There had previously been attempts to get him to give a statement by videoconference (in May 2024) through a rogatory commission to South Africa, which did not succeed. His whereabouts were declared “unknown” at some stage. 

Legal / Extradition Context
• Spain is using its universal jurisdiction laws to pursue war crimes, crimes against humanity etc. in cases involving those accused of serious crimes abroad. 
• Nyamwasa has political refugee status in South Africa. 
• There have been earlier warrants:
• A Spanish warrant in 2008 for genocide, crimes against humanity etc. 
• A French judge (Jean-Louis Bruguière) also issued warrants / was investigating Nyamwasa among others for the downing of the plane in which Rwandan President Juvénal Habyarimana died (an event which triggered the 1994 genocide) plus other alleged crimes.
