) Abstract: That laws are made by the citizens who must live by them is a fundamental tenet of democracy. As is noted in the recently launched Declaration on Parliamentary Openness, the right of citizens to participate in governance, including in lawmaking has been enshrined in international treaties and standards frameworks for democratic parliaments, as well as in many national constitutions. Through the Open Government Partnership,many government institutions have signaled a renewed commitment to engaging citizens in lawmaking and ensuring that laws enacted are reflective of citizens’ interests. While increased citizen engagement has potential to result in better laws that meet citizens’ needs, it may also invigorate citizens’ relationships with government and build confidence in democratic processes. This webinar will explore online and offline approaches to enhancing citizen participation in lawmaking processes by both government institutions and civic organizations. It will also discuss lessons learned with respect to citizen engagement and prospects for increasing collaboration between government and civic groups to meet common goals.
Andrew G. Mandelbaum is a senior program officer on the Governance Team at the National Democratic Institute (NDI), where he supports legislative strengthening and parliamentary monitoring programs. Mr. Mandelbaum is the lead author of the joint NDI and World Bank Institute report Strengthening Parliamentary Accountability, Citizen Engagement an Access to Information: A Global Survey of Parliamentary Monitoring Organizations and blogs at OpeningParliament.org , a forum for networking parliamentary monitoring organizations developed in partnership by NDI, the Sunlight Foundation and the Latin American Network for Legislative Transparency. Mr. Mandelbaum has also consulted for the U.S. Agency for International Development and international development projects in Morocco, and worked on the Muslim World Initiative at the U.S. Institute of Peace. He holds a B.A. in Public Policy Studies from Duke University and an M.A. in Democracy and Governance from Georgetown University.
Cristiano is the developer and manager of the Legislative e-Democracy Program at Brazilian House of Representatives. As senior official of its House for 20 years, he has expertise in lawmaking, committee work, electronic democracy, parliamentary informatics, and collaborative transparency, innovation in public sector and quality of law. Faria is a research associate from Ash Center for Democratic Governance and Innovation, Harvard Kennedy School. He holds a PhD in Sociology and Political Science from the Institute for Social and Political Studies, State University from Rio de Janeiro. He also holds an M.Sc in Public Policy from Queen Mary's College, University of London and is specialist in juridical order and legislative advisory at the Federal University of Brasilia.
