Usability questions - data buffer/custom tags

A few usability questions please......

1.) Does collectd contain retry-able data transfer (data is buffered or queued for processing)?

2.) Is it possible to add custom tags to each event? If so, how is this accomplished?

3.) Does collectd have a heartbeat mechanism for self health check?
