Collate:Network v1.7.1 is released

Good evening:

A gentlemen named Logyati reported that he had issues using Collate:Network on 64-bit systems. I have gone ahead and worked a tiny bit to make the application fully portable between 32-bit and 64-bit systems. Version 1.7.1 has the following fixes:

• Full 32-bit/64-bit portability (fixes issue #73)
• Fixes logging issue where all messages were attributed to user "system" (unreported)
• Fixes possible overflow value in block_id field of subnets table that could result in subnets not appearing as members of their parent block (unreported)
• Fixes cosmetic issue in search results page where alignment of the stale scan on/off button was off by a column
