Program to write data to the serial port

Can anyone suggest any good programs to use to write data out to the serial port?

Something easy would be useful.

Quickbasic like or a batch type program.

Something that will work in Windows 7.

This will output to the serial port and therefore to the clock.

I am not that familiar with perl.

 

I was looking for something that was a bit higher level than perl.
